Civil Service Commission Equivalency for CCPE and PCPE

Dear Engineer Apag:

We refer to your electronic mail dated 5 August 2022 addressed to the Human Resource Policies and Standards Office, regarding the CSC equivalency for Professional Computer Engineer (PCpE) and Certified Computer Engineers of Institute of Computer Engineers of the Philippines.

The Civil Service Commission (CSC) grants various eligibilities under special laws and CSC issuances to individuals who, upon meeting of set qualifications and fulfilling of documentary requirements, may be exempted from taking the regular civil service examinations.

We advise the corps of the Professional and Certified Computer Engineers to apply on any of the following grants applicable to their qualifications:

a. Electronic Data Processing Specialist Eligibility (EDPSE)

The EDPSE is granted to passers of the proficiency test, or training course conducted by the Department of Information and Communications Technology (DICT) on the following: Systems Analysis and Design; and Computer Programming courses of: Java, MS Access, Visual Basic, C# and V.B.net.

The ICT Specialist Proficiency Examination is conducted by the Department of Information and Communications Technology. For examination schedule, you may contact the DICT at telephone number (02) 8920-7418 or 8920-0101 local 2651 or you may email them at ncm.registrar@dict.gov.ph.

They may choose from any of the given tests or courses and have pass the necessary examinations and trainings conducted by DICT to obtain a Certificate of Proficiency or Completion. This will serve as basis of the CSC Regional Office for evaluating application for the grant of EDPSE.

b. Scientific and Technological Specialist Eligibility (STSE)

Under PD No. 997, the STSE is conferred on a Scientific and Technological (S&T) Specialist who has highly technical qualifications gained through education and sharpened by research and experience and completed at least a Bachelor’s degree from a college, university or institution recognized by the Commission on Higher Education, with major or specialization in any of the following fields: Natural Sciences, Engineering Sciences, Mathematics/ Information/ Communication Technology (i.e. Information Technology) and to other disciplines such as the Environmental Science and Food Science.

Aside from completing a Bachelor’s degree with major or specialization mentioned above, applicants must also meet any of the following additional requirements to qualify for the grant of STSE:

1. At least three (3) years of continuous experience in research and/or teaching pertinent field, which may include specialized training in research, or teaching experience at the college level in one’s major field or field of specialization, or completion of a patented invention; or

2. Has earned a master’s or doctorate degree in any of the fields of study enumerated under Section 1 of PD 997 from a school recognized by the Commission of Higher Education (CHED) at the time of filing of application.

Should they meet the qualifications, they may file their application for the grant of STSE either through the DOST Regional Offices or directly to the DOST Central Office at the following address:
